He's due to take up his post as first vice-president in a new government of national unity, a big step in ending the country's civil war. It's deja vu in South Sudan’s capital, Juba, as people there wait for the arrival of rebel leader Riek Machar. He's due to take up his post as first vice-president in a new government of national unity, a big step in ending the country's civil war. Juba remains under high security alert ahead of the return of Machar who was expected on Monday but later rescheduled his return. Speaking to KTN news yesterday, an SPLM-IO spokesman insisted Machar’s return from Gambele in Ethiopia was still on course. Michelle Ngele with that update. The regular army and rebel troops have been fighting since 2013. Tens of thousands of civilians have been killed in the brutal conflict and up to three million displaced. When South Sudan celebrated its independence from Sudan in 2011, its citizens celebrated the birth of their new nation together. A long war had ended; people could finally dream of a better future. But in 2013, civil war broke out. The regular army, which takes orders from President Salva Kiir, opposed the rebel troops of Vice President Riek Machar. What began as a political conflict became an ethnic one. Torture, assassinations, gang rape, enlisting of child soldiers... the atrocities have become widespread. In April 2016, the climate seemed to improve. Kiir invited Machar to return to Juba to resume his post as vice-president. A fragile peace took hold, but was broken less than three months later. In July, fresh clashes shook the capital. Machar had to flee again, with Juba in flames. Many civilians were killed, including inside a UN internally displaced persons camp. Unable to ensure their security, the UN peacekeepers were forced to retreat. Since then, the South Sudanese live in fear of a new attack, or a new massacre. The UN even fears that a genocide will take place in the country if nothing is done to stop the violence. Appalling living conditions in UN camp Travel in South Sudan is very difficult. The country has no proper roads, and the dirt tracks that connect cities are regularly targeted by armed gangs. The only solution to reach the north of the country - where we filmed part of this report - is to board a UN plane carrying peacekeepers. On arrival, we discover that Malakal, once the country’s second-largest city, is totally isolated. There is no longer a phone network and virtually all the vehicles have been destroyed. We borrow one of the few cars still in working condition to get around the almost deserted city. In Malakal, the fighting has been particularly violent. Suspicions are high among ethnic groups, with everyone fearing new fighting. Tens of thousands of civilians still live under UN protection, confined to a camp that is supposed to protect them. But there is a lack of food and the living conditions are appalling. Some people decide to flee and board boats to sail up the Nile towards the rebel zones. We join them and reach the first city in the north, Wau-Shilluk. Many have taken refuge there, hoping to be protected from their government. All of them hope to return to Malakal one day. But since the fighting is never far away, they seem doomed to remain in this area wedged between the Nile and the marshland. South Sudan became the world's youngest nation in July 2011, but despite independence the country went to conflict again two years later, when civil war broke out - leaving tens of thousands dead, more than two million people displaced and an economy in ruins. In 2013, former rebel leader and vice president Riek Machar was sacked by President Salva Kiir in a cabinet purge. Later that year, Kiir accused him of plotting a coup, which prompted Machar to flee the capital, Juba. Machar denied the allegation, but the incident triggered South Sudan's vicious civil war. After protracted negotiations by regional mediators, a peace deal was achieved between both sides in August last year and Machar has been sworn in again as vice president. Kiir and Machar, have agreed to share power and are now tasked with rebuilding the world's youngest country that has been devastated by the conflict. South Sudan is facing severe economic problems, and a deal with international donours has yet to be implemented. "Whenever there are displaced people, or there are refugees, the solution is always money so that you can settle them. And then you get them food, medicine, everything so that they live comfortably, whether they are foreigners or citizens. So our problem is money. We have no money." says Kiir. Riek Machar's delayed but much-publicised return should mean a positive working relationship with his arch rival Salva Kiir, but the key question is: Can they work together? And are they aiming for the same goals? "We are unified now... As the government of national unity, we are functioning smoothly," President Salva Kiir says. But asked about the agreement and his message to Riek Machar, Kiir says: "When you preach messages of hate, probably you are going to divide the people. The problem, that we are not moving smoothly on the implementation of the agreement, is the way the agreement was designed. And when I signed this agreement in August last year, I said this in front of the president of Uganda. I told him that this agreement was not made to be implemented." When confronted with Kiir's doubts about the implementation of the agreement, Riek Machar states: "Well, he hasn't told me that. Because we have been discussing the implementation of it. So I expect that he will respect this bargain in the agreement. [I expect him to] Implement it by spirit and the letter of the agreement. The agreement is a roadmap, first for reform, and for establishing the new system of governance in the country, which will lead us to a democratic elections. This is the aspiration of the people of Sudan. After independence, they want a democratic election to take place." Al Jazeera's Peter Dobbie sat down with President Salva Kiir and the first Vice President Riek Machar in South Sudan's capital, Juba, to find out how they see their role in the reconciliation process and what they are planning to do to solve the many problems facing the world's youngest country. The UN has said in a report that Israeli weapons are fueling the violence in South Sudan. The report, issued by a panel of experts appointed by the UN Security Council, is based on field photographs showing arms manufactured by the Israel Weapon Industries. South Sudan has been in the midst of a civil war in the past 18 months. The U-N has reported widespread human rights violations including indiscriminate killings and rape during the conflict in the country. The report does not specify how the Israeli-made weapons have made their way to South Sudan. Officials from the African state have reportedly visited recent weapons shows in Israel.
